धर्मार्थकाममोक्षाख्यं पुरुषार्थचतुष्टयम् ।
अखण्डं हि यथा काश्यां तथान्यत्र तु दुर्लभम् ।।
As social reformers were awakening masses through their spiritual understanding, people governed by their daily life & socio-cultural/socio-political influences were steadily evolving too.
In Indian philosophy there are four Purusharth that each individual knowingly/unknowingly follows in his course of life. Dharma is the base of all truths. 'धार्यते इति धर्म:' is the simplest/ purest form of Dharma, where according to my belief whatever either we choose or choosne for us is Dharma. Physical expansion of Dharma represents itself through Arth & Kama. Moksh is the ultimate reality achieved by all three combined together.
Amongst all the changes in society that occurred during different periods of Islamic rulers, spiritualism once again represents itself as a guiding star for commoners. Anomalies were rectified, new philosophies assimilated, Varanasi rose to a higher dimensions once again.
After all it's the place of Shiva-giving all desired.
